With more than 45,000 people attending, and multiple events and discussions taking place at COP30, digesting and understanding the implications of these decisions can be challenging for different stakeholders based in different regions of the world.

That is why Durham University’s Centre for Sustainable Development Law and Policy (CSDLP) and the National University of Singapore’s Centre for International Law (CIL) are hosting a webinar this March: The Road Ahead for Global Climate Action Post-COP30: A Cross-Regional Perspective.

This roundtable dialogue will:

  • Examine the core outcomes of COP30 by drawing together speakers presenting different regional perspectives.
  • Evaluate the opportunities and gaps COP30 decisions present for different stakeholders including governments, civil society, and the private sector.
  • Outline pathways for effective implementation of new mechanisms and plans to accelerate decarbonization solutions.
  • Discuss regional priorities, as well as the challenges faced in addressing climate change amid complex geopolitical developments.

Biographies of Panellists and Moderator

Ambassador Francois Jackman
François Jackman is the Permanent Representative of Barbados to the United Nations. Before his latest appointment, Mr. Jackman served as his country’s Ambassador to China, beginning in 2018. He was previously Co-Director of the Confucius Institute at the University of the West Indies in Barbados, from 2016 to 2018. Mr. Jackman has held senior positions related to trade and foreign affairs since entering Government service in 1995. He served as Chef de Cabinet in the Office of the Prime Minister in 2015; Counsellor at his country’s Embassy in Beijing, China, between 2009 and 2014; and Head of both the Maritime Boundaries Unit and the Caribbean Department in the Ministry of Foreign Affairs and Trade from 2004 to 2009. Among other positions, he was also Chef de Cabinet in the Office of the Secretary-General of the African, Caribbean and Pacific Group of States in Brussels, Belgium (2000-2003); First Secretary at the Barbados Embassy in Brussels (1998-2000); and Associate Economic Affairs Officer with the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) in Port of Spain, Trinidad and Tobago, in 1997.

Caroline Aguti
Caroline Aguti is the Assistant Commissioner Health, Safety and Environment and Coordinator Climate Change for the Ugandan Ministry of Energy and Mineral Development. Caroline Aguti is a highly accomplished climate change practitioner with over 23 years of dedicated experience in energy, extractives, and nature-based solutions. Her extensive expertise spans key areas such as decarbonization strategies, climate finance, stakeholder engagement, and policy development. Renowned for her ability to deliver results, Caroline has successfully designed and implemented critical projects, including decarbonization pathways, monitoring systems, and environment and social assessments. Caroline’s track record includes leading safeguards for transformative projects like the 183MW Isimba Hydropower Project and the 600MW Karuma Hydropower Project, underscoring her capability in managing large-scale, high-impact initiatives. She has also been instrumental in establishing the Health, Safety, and Environment Unit and Division at the Ministry of Energy and Mineral Development in Uganda, showcasing her pioneering leadership. With recognized skills in climate-proofing, carbon markets, renewable energy, and gender-responsive climate strategies, Caroline’s work reflects her commitment to sustainable and inclusive solutions.

Atty. Analiza Rebuelta-Teh
Analiza Rebuelta-Teh, Undersecretary for Finance, Information System and Climate Change of the Department of Environment and Natural Resources in the Philippines, is a graduate of Bachelor of Science in Commerce, Major in Marketing Management at De La Salle University. She finished her Bachelor of Laws at the University of the Philippines. Her government service as a lawyer includes serving as Executive Director for the Adjudication Board of the Department of Agrarian Reform (DARAB) and Director for Legal Services of the Housing and Urban Development Coordinating Council (HUDCC). She served as Assistant Secretary for Legal Service and Assistant Secretary for Foreign Assisted and Special Projects Office. She served as Undersecretary and Chief of Staff from 2011 to 2016. She was also designated as Supervising Undersecretary for Mining (2017-2020) and Environment (2019-2020). She served as the Chairperson of the Intergovernmental Session for the East Asian Seas Partnership Council from 2013-2016. She is also the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) National Focal Point for the Philippines since 2005, and the Global Environment Facility Operational Focal Point (GEF) since 2009.

Professor Elisa Morgera
Elisa Morgera is a Professor of International Law and Sustainability at Durham University (UK) and Professor in International and European Union Environmental Law at the University of Eastern Finland. Previously, she worked with the United Nations Food and Agriculture Organization in Italy and the United Nations Development Programme in Barbados; and continued to collaborate with the United Nations and other international organizations as consultant and independent expert. She advised governments and civil society in Africa, Asia, Europe, Latin America, the Caribbean, and the South Pacific. Ms. Morgera has published extensively on human rights and the environment, the human right to science, as well as the human rights of small-scale fishers, Indigenous Peoples, and children, at the climate-biodiversity and climate-ocean nexus. She has also published on business responsibility to respect human rights, as well as on the international principle and standards of equity among and within States, based on international environmental and human rights law. From 2019 to 2024, Ms Morgera directed the One Ocean Hub, a Global North/South research collaboration on human rights and the ocean, which connected natural and social scientists, legal experts, artists, human rights holders and defenders, to support fair, inclusive and transformative decision-making. Ms. Morgera holds a Law degree from the University of Trieste, Italy; a Master of Laws in Environmental Law from University College London; a Master of Research and a PhD in International Law from the European University Institute, Italy. She speaks English, French and Spanish, and some Portuguese.

Chair Dato’ Mohammad Faiz Azmi
Dato’ Mohammad Faiz Azmi, FCA was appointed Executive Chairman of the Securities Commission Malaysia by the Minister of Finance in June 2024. He chaired the ASEAN Capital Markets Forum in conjunction with Malaysia’s ASEAN Chairmanship in 2025 and led the development of the Capital Market Masterplan 4 (2026–2030). He spent over 30 years with PwC and served as Chairman of PwC Malaysia for 11 years until 2023. With more than 38 years of experience in audit and business advisory in Malaysia and the United Kingdom, he led PwC’s Global Islamic Finance Team (2007–2012), served as Malaysia’s Financial Services Leader and Joint Head of Audit, and championed ESG and Shariah investing initiatives. He retired as a partner and Executive Chairman of PwC Malaysia in June 2023. Dato’ Faiz has advised the Government on accrual accounting, financial restructurings, and investigations, and has served as administrator for several entities. Notably, he was also involved in the Federal Government’s National COVID-19 vaccine rollout.

Professor Petra Minnerop
Petra Minnerop is the Associate Pro-Vice-Chancellor (Sustainability) at Durham University as well as a Professor of International Law, Director of the Centre for Sustainable Development Law and Policy and Head of Durham University’s COP Steering Group. Petra led the Durham University COP30 delegation to Belém, Brazil and provided strategic leadership throughout. She represented Durham in numerous high-level policy dialogues, negotiations, and international forums, coordinated institutional engagement across themes and pavilions, and ensured that Durham’s research expertise informed key discussions on climate law, governance, finance, and accountability. Petra works at the intersection of law and science in the context of sustainability, climate change and environmental protection. Her research addresses how the law can be used to effectuate change in light of scientific evidence, to address global environmental crises. She uses comparative legal analysis and interdisciplinary methods and has published widely on climate change, environmental law and policy and international law.

Danielle Yeow
Danielle is a member of the Singapore Domain Name Dispute Policy Panel, Singapore Mediation Centre and a member of the International Law Association (ILA) Business and Human Rights Committee. She is an Adjunct Senior Fellow at the Centre for International Law, National University of Singapore where she leads on climate change law and policy issues as well as cyber law and governance issues. Danielle is concurrently a Senior Advisor with DGA-Albright Stonebridge Group, and a Consultant with KGP Legal LLC (member of Inter-Asia Law Alliance). Danielle’s experience spans across a range of public international law issues including trade and investment, environment and climate change, international security including international cyber norms, human rights, law of the sea and sanctions and compliance matters. She has advised and represented the Singapore Government at international negotiations and dispute resolution. Danielle was lead counsel in multiple negotiations at bilateral, regional and multilateral levels, including the Trans-Pacific Partnership and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership free trade negotiations. In the same capacity, she also helmed recent UNFCC and Paris Agreement climate change talks and a WTO panel proceeding (as a third party). In addition, she was an advisor to the Singapore government in the Case concerning Land Reclamation by Singapore in and around the Straits of Johor (Malaysia v Singapore) before the International Tribunal for the Law of the Sea. Danielle was formerly the Deputy Director-General of the International Affairs Division of the Singapore Attorney-General’s Chambers and Deputy Chief Executive/Deputy Director-General of the Intellectual Property Office of Singapore. She was also a formerly a District Judge; Justices’ Law Clerk and criminal prosecutor. She was a Council Member of the Singapore branch of the ILA between 1st Jan 2017 and 31 Dec 2023.
